i know how to check a sword for burrs
i know how to check a spear point for diameter
i know how to check the oil in an engine
i know how to check that wadding contains no solids
i know how to check that people have the relevant licenses
i know how to check that water is wholesome
i can even spot when someone sticks their muzzle in the ground
i know how to work out when someone is too close

but could rooster enlighten us how do you check a sealed pre manufactured blank is safe?

you can't take it apart, you can't test the pretensile strenght of the casing, you weren't there when it was made.

Safety is about the person using it.

(added to that, knowing of a chap who spent 6 months with all his babies in the police station after an injury on the field was erroneously credited to a firearm, if someone did get shot in a reenactment battle with 50 - 100 idiots running around blatting, how would you actually know which idiot shot him. in his case he was unlucky being the only guy with a gun. at least with ramrods you just work out which redcoat has lost his)

It's a good question, the answer to which is common sense: Ask around. Get recommendations, and check with previous users of that ammunition. Simples, no? :)

I actuallly meant checking the barrel of the guns,
With the case of Brandon Lee he was shot by a .44 magnum with a bullet lodged in the barrel and a .44 blank behind it
