It isnt a post war one as it has the correct WWII style to it and i have compared it with a post war one and it is the correct ww2 pattern.

Well - you don't have to just take our word for it.......

http://warrelics.eu/forum/equipment-acc ... kle-15929/

http://warrelics.eu/forum/rkkf-elite-tr ... kle-12093/

And we are merely in the (upper) foothills of kit geekery compared to many people on that forum.

Here's their WW2 page
http://www.tridentmilitary.com/Soviet-W ... dgear.html

And here's their 1946-1991 page
http://www.tridentmilitary.com/Soviet-Field-Gear.htm

Scroll down on each page until you find the Naval belt. They both link to the same picture;

That's a post war belt and buckle compare it to the pictures Nu Pogodi posted.

Onу other thing - the type of teleknashka is important as well.

Here is the correct type.

Yes, not the printed cotton one, but a knitted jersey type.

Easy to get mind you.

Quite warm though, I will warn you now! Especially when worn with the naval rig!

Here's the Morskaya Pekhota badge. As you can see a foul anchor (i.e. with the rope) in yellow rather than the red anchor of the fleet.

I can't help you with the precise dimensions but you can probably have a good stab at it scaling from the wrist compass.

Woven/knitted rather than printed, is this one of any use?

If you're stuck for a belt buckle postwar Bulgarian ones are a good substitute for wartime Soviet ones. They are of a similar size & shape, are flat like the GPW ones and even buckle the same side. The symbol also differs slightly but is closer than the later Soviet model.
