I'm afraid he's probably right. Most of the German blankfirers are made of quite good metal unlike the flimsy stuff we have to put up with over here, which frankly, makes them bloody dangerous to the user, leave alone anyone else. Many of them also front vent, not necessarily illegal, but very likely. These also tend to have a screw thread to accept an adapter that is designed to launch flares, or CS gas, which definitely puts them into the section 5 category! Avoid these unless you like being buggered by big men in shower rooms.
Your best bet is to keep an eye on the forums for reenactors selling off their own blankfirers. They crop up from time to time and are usually legal. However, do take advice to make sure someone isn't trying to off load an iffy one.
You are unlikely to find a dealer who will sell you one as there simply isn't the market anymore amongst the wider public. What happens when all the available ones have worn out, exploded or been lost, God only knows..........

There are some quality, Uk legal blank firers that came out of Germany. The Umarex 8mm Brownings for one. Wonderful bit of kit, if you see one buy it but expect to pay for the honour.
